Title : Lom Pangar Dam : a concrete application of the World Bank policy regarding dam’s safety
Résumé
La construction du barrage-réservoir de Lom Pangar au Cameroun, qui doit s’achever en 2016, représente un investissement total de 492 M$ dont 132 M$ sont prêtés par la Banque Mondiale. Dans sa politique en matière de sécurité des grands barrages neufs, la Banque exige, outre les qualifications des entreprises et des experts chargés de la supervision technique, un plan de préparation aux situations d’urgence. Le barrage de Lom Pangar vise principalement à palier les déficits hydriques de la Sanaga en saison sèche et à garantir ainsi un débit minimum de turbinage aux usines hydroélectriques en aval (les usines d’Edéa et Song Loulou représentent 74 % de la production électrique nationale). Un remplissage partiel fin 2015 a visé à la fois à générer les premiers bénéfices en terme de productible et à observer le comportement de l’ouvrage sous ses premières sollicitations. L’élaboration du plan d’urgence du barrage a été confiée à ISL ingénierie, membre du groupement COB/ISL pour la maîtrise d’œuvre complète. L’article montre l’application concrète des exigences de la Banque Mondiale en tenant compte du contexte réglementaire et d’organisation du territoire local. En particulier ont été élaborés : un schéma de communication d’urgence distinguant clairement les acteurs (populations et infrastructures cibles, autorités, gestionnaire), une cartographie des zones impactées par l’onde de rupture et un manuel d’alerte opérationnel pour l’évacuation des personnes, la gestion des circulations et la sauvegarde des personnels des équipements stratégiques (usines hydroélectriques, voie ferrée, …).
Abstract
The construction of Lom Pangar dam in Cameroon, to be achieved in 2016, represents a total investment of $492 M among which $132 M are lent by the World Bank. In its politics regarding safety of big dams, the Bank requires, besides the qualifications of companies and experts in charge of supervision, a plan of preparation for emergency situations. The dam of Lom Pangar aims mainly at offsetting the hydric deficits of Sanaga in dry season and to guarantee so a minimum flow of turbinage to hydroelectric stations (Edéa and Song Loulou plants on Sanaga indeed represent 74 % of the national electric production). A partial filling at the end of 2015 aimed at generating the first profits in term of producible and at observing the behavior of the work under its first loads. EDC (Electricity Development Corporation), owner of Lom Pangar dam, entrusted to ISL engineering, as a member of the “Coyne et Bellier-Tractebel engineering/ISL ingénierie” consortium, the elaboration of the emergency plan. The article aims at showing how the requirements of the World Bank were concretely applied to the Cameroonian case, taking into account the statutory context and the organization of the local territory. In particular were developed : a plan of communication distinguishing clearly the different actors (owner of the dam, national authorities and the human and strategic stakes to be protected), a mapping of flooded area by the wave, and an operational manual of alert for the evacuation of the people, the management of road-traffic and the saving of the staffs of the strategic equipments (hydroelectric power plants, railroad, …).
